Equal Promotion for Subordinate Staff Below Officer Rank (PBOR)/Time Scale Promotion for Staff Below Officer Rank: We’ve requested the Defense Minister to address the disparities in promotions among PBOR staff (equivalent to non-officer ranks) due to the unit-level/regimental promotion policy. In the Army, promotions occur at different rates within different units, leading to inequality in the promotion process. This situation contradicts the spirit of ‘Right to Equality’ enshrined in the Constitution.
The policy of seniority present in unit-level promotions violates the principle of equality. We seek your intervention to ensure time scale promotion for PBOR as well. In the Navy, Master Chief Petty Officers and in the Air Force, Master Warrant Officers retire at the age of fifty-seven, while in the Army, a Subedar Major retires after four years of service as Subedar Major or thirty-two years of total service, whichever is earlier. This disparity is disadvantageous for soldiers and significantly demotivating.
